David O’Connor is the Senior Vice President for Energy at ML Strategies, LLC, a subsidiary of the law firm of Mintz Levin.

Prior to joining ML Strategies, David served as the Commissioner of Energy Resources for Massachusetts for twelve years, serving under five Governors from 1995 through 2007.

Kelly Sims Gallagher is Professor of Energy and Environmental Policy at The Fletcher School. She directs the Center for International Environment and Resource Policy at Fletcher.  From June 2014-September 2015 she served in the Obama Administration as a Senior Policy Advisor in the White House Office of Science and Technology Policy, and as Senior China Advisor in the Special Envoy for Climate Change office at the U.S. State Department.

CIERP Research Seminar with Ujjayant Chakravorty

Ujjayant Chakravorty is a CIERP Affiliate, a Professor of Economics at Tufts University, and a Fellow at the Toulouse School of Economics and CESifo. He has worked on the economics of fossil fuels and clean energy, the effect of environmental regulation on energy prices and the economics of water resources. His current work involves estimating the economic benefit of reliable electricity in rural India, studying groundwater markets in India and China, the effect of US biofuel mandates on world food prices and poverty and the relationship between deforestation and household time allocation.
