State Enterprises (SOEs) and Clean Energy Innovation

State enterprises (SOEs) spend more than three times the level of direct government investment in energy RD&D. However, to date, many SOEs continue to allocate their RD&D to fossil energy due to a strong path dependence. Reforming SOE expenditures to move away from fossil fuels could have a major impact on global energy technology trajectories. In this research, we study comparatively the approach of different SOEs from around the globe and their responses to the energy transition.
